The Kiha 03 series was introduced as a cold- and snow-resistant version of the Kiha 10000 series, and is characterized by its snowplows and whistle covers. It was used on routes with few passengers even at the time, such as the Fukamuna Line and the Nekita Line, but was retired by 1966 due to its inability to handle large numbers of passengers and its deterioration due to its bus structure.
