Nagoya Rinkai Railway is a coastal railway that opened in 1965 to accommodate the increase in freight traffic caused by the expansion of the Nagoya coastal industrial zone. The ND552 type locomotives that appeared at the time of the opening include locomotives ordered by the company and former JNR DD13 type vehicles, but the No. 3 locomotive was unique in that although it was ordered by the company, the body was later replaced with a DD13 type.
