Approximately 1,400 of these two-axle refrigerated freight cars were manufactured, the first being in 1963.

There was no mechanical device for cooling, and the freight was kept refrigerated with ice or dry ice, but this was a representative example of a two-axle refrigerated freight car that had improved cooling performance compared to previous refrigerated freight cars, making it possible to transport the freight over long distances.

Depending on the period of operation, the freight car was pulled by everything from steam locomotives to electric locomotives of the JNR standard.

The model was discontinued in 1987.
